The Act of 1712 restored lay patronage, and then the strife began, but not between the people and the lay pastors, but between the clergy and the lay patrons. There grew up two parties in the General Assembly, styled the moderates, and the more advanced, or popular party. The moderates were those who were ready to concede to the demands of Government and lay patronage under a gentle protest; the more popular party, as it was called, was for transferring the right of presentation to the presbytery. The Act of William III., in 1690, gave the original and exclusive nomination to the heritors, land-owners, and elders. The person nominated was to be proposed to the congregation, who might approve or disapprove. But to what did this right amount? The congregation could not absolutely reject; and if they disapproved, the right passed on to the presbytery, whose decision was final. By this arrangement, either the landowners and elders remained the presenters,[168] or, after a vain show of conferring the choice upon the people, the appointment fell to the clergy, or presbytery. From 1690 to 1712, Sir Henry Moncrieff says, "there does not appear the least vestige of a doctrine, so much contended for at a later period, of a divine right in the people individually or collectively, to elect the parish minister." This opinion was fully maintained by the law of William III., in 1690, and confirmed by that of Anne, in 1712. Sir Henry Moncrieff, in confirmation of this doctrine that the people never had a right to elect their ministers in the Scottish Church, quotes the "First Book of Discipline," of 1567, which placed the election of pastors in the people at large; but this error, he says, was rectified by the "Second Book of Discipline," in 1581. By this book the congregation could only consentthe presbyters must finally determine. Ministers replied that the[9] physicians were confident of the king's speedy recovery; but as there were repeated adjournments and the reports of the physicians still held the same language, the sense of Parliament prevailed. On the 17th of December Mr. Perceval moved that on the 20th they should go into committee on the question of the Regency; and on that day the same resolutions were passed as had been passed in 1788namely, that the Prince of Wales should be Regent under certain restrictions; that the right of creating peerages, and granting salaries, pensions, and offices in reversion, should be limited specifically, as in 1788. The royal dukes made a protest against these limitations; but on the 30th they were confirmed by both Houses, with additional resolutions for the care of his Majesty's person and the security of his private property, which were passed on the last day of the year 1810.

TWO:Parliament was prorogued on the 27th of April, for the avowed purpose of a dissolution; and in the speech by commission, Ministers stated that it was necessary the people should be appealed to as soon as possible, whilst the effect of "the late unfortunate and uncalled-for agitation was on their minds." Immediate preparations were made for a most determined contest. Money was spent on both sides most prodigally, but the new Ministers had the greater command of ittheir opponents said, out of the king's privy purse. But whether that were so or not, on the system then in vogue, of Ministers in different departments drawing even millions from the Treasury long before they were legitimately wanted, they could have no lack of means of corruption; and this corruption, in bribery and in purchasing of seats, never had been carried further than on this occasion. It was calculated that it would cost Wilberforce eighteen thousand pounds to get in again, and this sum was at once subscribed by his friends. Tierney offered ten thousand pounds for two seats, and could not get them. Romilly, who was utterly averse from this corruption, was compelled to give two thousand pounds for a seat for the borough of Horsham, and then only obtained it through favour of the Duke of Norfolk. Seats, Romilly says, might have been expected to be cheap after a Parliament of only four months' duration, but quite the contrary; never had they reached such a price before. Five and six thousand pounds was a common sum given, without any stipulation as to the chance of a short Parliament. The animus which was excited in the public mind against the Catholics by the incoming Ministers, for party purposes, was terrible. The Society for the Promotion of Christian Knowledge and other religious associations took the lead in the outcry. The Catholics of England, alarmed at the violence of the sensation stirred up against them, and fearing a repetition of the Gordon riots, published an address to their fellow-countrymen, protesting their entire loyalty to the Crown and Constitution. Henry Erskine, Lord Erskine's brother, wittily said, that if Lord George Gordon were but alive, instead of being in Newgate he would be in the Cabinet. The Ministers found that they had obtained a powerful majority by these means, and when Parliament met, on the 22nd of June, they were enabled to reject an amendment to the Address by a hundred and sixty against sixty-seven in the Lords, and by three hundred and fifty against a hundred and fifty-five in the Commons. One of the very first things which the Ministers did was to reverse the mild system of the late Cabinet in Ireland, and to restore the old rgime of coercion. A Bill was brought into the Commons by Sir Arthur Wellesley, now again Secretary to the Lord-Lieutenant, giving authority to the latter functionary to proclaim counties in a state of insurrection, and to prohibit any person from being out of his house between sunset and sunrise, under severe penalties. Then followed another Bill, compelling all persons to register what arms they had, and authorising, on the part of the magistracy, domiciliary visits in search of arms. Education of the people, both there and in England, was discouraged. A Bill for establishing a school in every parish in England, introduced by Whitbread, was allowed to pass the Commons, but was thrown out in the Lords. Parliament was then prorogued on the 14th of August.

TWO:Government, not content with expelling Wilkes from the House of Commons, had commenced an action against him in the Court of King's Bench, where they succeeded in obtaining a verdict against him for a libel in the North Briton. Temple paid the costs, and the City of London[183] turned this defeat into a triumph, by presenting its freedom to the Lord Chief Justice Pratt, for his bold and independent conduct in declaring against the general warrants. They ordered his portrait to be placed in Guildhall; and the example of London was followed by Dublin and many other towns, who presented their freedom and gold snuff-boxes to Pratt. The City of London also gave its thanks to its members for their patriotic conduct.

FORE:The question of Catholic Emancipation was brought forward on the 3rd of May, by Grattan: it was the last time that he did so, but he had the satisfaction of seeing that the question was rapidly advancing, for it was lost by only two votes. A fortnight afterwards Lord Donoughmore introduced a similar motion, in the hope of surmounting this small difference, but, after a long debate, he found the majority increased against it by thirty-nine votes. The closing contest of the Session was for Parliamentary Reform. Sir Francis Burdett brought on his annual motion, on the 1st of July, for the eighteenth time, but was defeated by one hundred and fifty-three votes against fifty-eight. He was seconded by Mr. George Lamb, younger brother of Lord Melbourne, who, however, did not go the length of annual parliaments and universal suffrage. Even at that day, Joseph Hume was for moderate reform, and Lord John Russell was alarmed at anything further than Triennial Parliaments, and the transferring the franchise from certain corrupt boroughs to others not yet represented. Such were the feeble ideas of Reform amongst its self-constituted leaders. Parliament was prorogued, on the 13th of July, by the Prince Regent in person.The irritation which this note caused was increased by the fact that before it was communicated by Sir Henry Bulwer to the Spanish Minister, the Duke de Sotomayor, a copy of it had got into print in one of the Opposition journals. In replying to it the Duke reminded our representative that when Lord Palmerston sent the despatch in question the Spanish Cortes were sitting, the press was entirely free, and the Government had adopted a line of conduct admitted to be full of kindness and conciliation. He asked, therefore, what motive could induce the British Minister to make himself the interpreter of the feelings and opinions of a foreign and independent nation in regard to its domestic affairs, and the kind of men that should be admitted to its councils. The Spanish Cabinet, which had the full confidence of the Crown and the Cortes and had been acting in conformity with the constitution and the laws, could not see "without the most extreme surprise the extraordinary pretensions of Lord Palmerston, which led him to interfere in this manner with the internal affairs of Spain, and to support himself on inexact and equivocal data, and the qualification and appreciation of which could not, in any case, come within his province." They declined to give any account of their conduct at the instigation of a foreign Power, and declared that all the legal parties in Spain unanimously rejected such a humiliating pretension. And, he triumphantly asked, "What would Lord Palmerston say if the Spanish Government were to interfere in the administrative acts of the British Cabinet, and recommend a modification of the rgime of the State; or if it were to advise it to adopt more efficacious or more liberal measures to alleviate the frightful condition of[575] Ireland? What would he say if the representative of her Catholic Majesty in London were to qualify so harshly as your Excellency has done, the exceptional measures of repression which the English Government prepares against the aggression which threatens in the midst of its own States? What would he say if the Spanish Government were to demand, in the name of humanity, more consideration and more justice on behalf of the unfortunate people of Asia? What, in fine, would he say if we were to remind him that the late events on the Continent gave a salutary lesson to all Governments, without excepting Great Britain?"

FORE:On the 18th of November Lord Cornwallis crossed the North River with six thousand men, and, landing on the Jersey side, began to attack Fort Lee, standing nearly opposite Fort Washington. The garrison fled, leaving behind all its tents standing, all its provisions and artillery. Washington was compelled by this to fall back from his position on the Croton, thence to Brunswick, Princeton, Trenton, and finally to the Pennsylvanian side of the Delaware. Lord Cornwallis followed at his heels. Cornwallis penetrated to the remotest parts of east and west Jersey, and everywhere the inhabitants received him as a friend and deliverer. On the 24th of November Lord Cornwallis was approaching Brunswick, when he received orders to halt. By this means, Washington was allowed to escape across the Delaware. It was not till the evening of the 16th of December that Cornwallis received[232] orders to proceed, and, though he made all haste, he was too late. The rear of the American army quitted Princeton as the van of the English army entered it. Washington, in headlong haste, fled to Trenton, and began ferrying his troops over the Delaware. When Cornwallis reached Trenton, at nine o'clock the next morning, he beheld the last boats of Washington crossing the river. Once over the water, the remains of the American troops lost all appearance of an army. They were a mere dirty, worn-out, ragged, and dispirited mob. Washington had taken the advantage of the halt of Cornwallis to collect all the boats from Delaware for the distance of seventy miles, so that the English could not cross after them. Cornwallis, being thus brought to a stand, put his army into winter quarters between the Delaware and the Hackensack.On the 28th of March the Ministry, as completed, was announced in the House, and the writs for the re-elections having been issued, the House adjourned for the Easter holidays, and on the 8th of April met for business. The first affairs which engaged the attention of the new Administration were those of Ireland. We have already seen that, in 1778, the Irish, encouraged by the events in North America, and by Lord North's conciliatory proposals to Congress, appealed to the British Government for the removal of unjust restrictions from themselves, and how free trade was granted them in 1780. These concessions were received in Ireland with testimonies of loud approbation and professions of loyalty; but they only encouraged the patriot party to fresh demands. These were for the repeal of the two obnoxious Acts which conferred the legislative supremacy regarding Irish affairs on England. These Acts werefirst, Poynings' Act, so called from Sir Edward Poynings, and passed in the reign of Henry VII., which gave to the English Privy Council the right to see, alter, or suppress any Bill before the Irish Parliament, money Bills excepted; the second was an Act of George I., which asserted in the strongest terms the right of the king, Lords, and Commons of England to legislate for Ireland.

At street level we strive to meet the immediate needs of children at risk on the streets and platforms of India today. We have created a number of ‘child friendly stations’ with the help and engagement of the people who work at them, who now look out for and help children alone and at risk.

FORE:The Tory party sustained serious damage in consequence of an inquiry on the subject of Orange lodges in the army, which was granted in May, on the motion of Mr. Finn, an Irish member. Very startling disclosures were made by this committee during Sir Robert Peel's brief Administration. Various addresses had been presented from Orange societies, which led to pertinacious questioning of the Ministers. It was asked whether the addresses in question purported to come from Orange societies; whether the king ought to receive addresses from illegal associations; and whether it was true, as the newspapers said, that such addresses had been graciously received by his Majesty. There was a peculiar significance given to these inquiries by an impression that began to prevail that there had been on foot for some years a conspiracy to prevent the Princess Victoria from ascending the throne, and to secure the sovereignty for the eldest brother of the king, the Duke of Cumberland, the avowed head of the Tory party, and also the head of the Orange Society, through whose instrumentality the revolution was to be effected, in furtherance of which Orange lodges had been extensively organised in the army. The report of the committee was presented in September, and from this report it appeared that Orange lodges were first[394] held in England under Irish warrants; but that in 1808 a lodge was founded in Manchester, and warrants were issued for the holding of lodges under English authority. On the death of the Grand Master in that town, in 1821, the lodge was removed to London, where the meetings were held in the house of Lord Kenyon, Deputy Grand Master. The Duke of York had been prevented from assuming the office of Grand Master, because the law officers of the Crown were of opinion that the society was illegal. The Act against political associations in Ireland having expired in 1828, the Orange lodges started forth in vigorous and active existence, under the direction of the Duke of Cumberland as Grand Master. The passing of the Emancipation Act seems to have had the effect of driving the leaders of the society into a conspiracy to counteract its operation, or to bring about a counter-revolution by means of this treasonable organisation; though, perhaps, they did not consider it treasonable, as their object was to place upon the throne the brother of the king, whom they thought to be alone capable of preserving the Constitution, and of excluding from it a very young princess, who would be during her minority in the hands of Whigs and Radicals, whom they believed to be leagued together to destroy it. Considering the frenzy of party spirit at this time, and the conditional loyalty openly professed by the men who annually celebrated the battle of the Boyne and the glorious Revolution of 1688, there is nothing very surprising in the course adopted by the Orange societies, though the English public were astounded when they learnt for the first time, in 1835, that there were 140,000 members of this secret society in England, of whom 40,000 were in London; and that the army was to a large extent tainted.It was now found that our pretended Mahratta allies, the Peishwa, Scindiah, and other chiefs, were in league with Cheetoo, and unless this conspiracy were broken the most fearful devastations might be expected on our states. The Governor-General represented this to the authorities at home, and recommended that the Pindarrees should be regularly hunted down and destroyed. In the course of 1816 he received full authority to execute this scheme. At the end of October he posted Lieutenant-Colonel Walker along the southern bank of the Nerbudda, to prevent the Pindarrees from crossing into the Company's territories; but as the line of river thus to be guarded was one hundred and fifty miles in length, the force employed was found insufficient against such adroit and rapid enemies. In November Cheetoo dashed across the river between Lieutenant-Colonel Walker's posts, and his forces dividing, one part made a rapid gallop through forests, and over rivers and mountains, right across the continent, into the district of Ganjam, in the northern Circars, hoping to reach Juggernaut and plunder the temple of its enormous wealth. But this division was met with in Ganjam by the Company's troops, and driven back with severe loss. The other division descended into the Deccan, as far as Beeder, where it again divided: one portion being met with by Major Macdonald, who had marched from Hyderabad, was completely cut up, though it was[139] six thousand strong. The other body struck westward into Konkan, under a chief named Sheik Dulloo, and then, turning north, plundered all the western coast, and escaped with the booty beyond the Nerbudda, though not without some loss at the hands of the British troops on that river.

At community level we work to make children on the streets visible to society and to help people understand the issues that cause children to run away and that face them on the streets and on the platforms. We invest time and skills in preventative intervention, with the aim of creating ‘safety nets’ within communities to catch children who are at risk of running away before they do so.

FORE:All this was little less than madness on the part of the royal family. They knew that the army at large was disaffected to royalty, and of what avail were two regiments? If they really sought to escape, it could only have been done by the utmost quiet and caution. The Flanders regiment could have guarded them. But now the certain consequence must be to rouse all the fury of Paris, and bring it down upon them. This was the instant result. Paris, in alarm, cried, "To Versailles!" On the night of the 4th of October the streets were thronged with excited people; the National Guard were under arms everywhere, and maintained some degree of order. On the morning of the 5th the women took up the matter. They found no bread at the bakers', and they collected in crowds, and determined to march to the H?tel de Ville, and demand it of the mayor. The women had refused to allow the men to join them, declaring that they were not fit for the work they were going to do; but numbers had followed them, better armed than themselves, and they now assisted them to break open doors, where they obtained seven or eight hundred muskets, three bags of money and two small cannon. As they were proceeding to make a bonfire of the papers, which would probably have burnt the whole place down, the commander of the National Guard gave up the matter in despair; but one Stanislas Maillard, a riding-messenger of the municipality, with more address, called out to them to desist; that there was a much better thing to doto march at once to Versailles, and compel the Court to furnish bread, and that he would be their leader. He seized a drum and beat it; the women cried lustily, "To Versailles!" Some ran to the tower of the H?tel and sounded the tocsin. The bells soon began to ring out from every steeple in Paris; the whole population was afloat; the men and women, armed with all sorts of weapons, followed their new leader, who had been one of the heroes of the[368] Bastille, and he marched them to the Champs Elyses. There he arranged his motley and ever-increasing army: the women in a compact body in the middle, the men in front and rear. Horses, waggons, carriages of all kinds, were seized on wherever they were seen; some of these were harnessed to the cannon, and then Maillard, drumming at their head, put his army in motion, and on they went towards Versailles, stopping every carriage that they met, and compelling even ladies to turn again and accompany them.

TWO:Having obtained a favourable episcopal bench, King William now endeavoured to introduce measures of the utmost wisdom and importancemeasures of the truest liberality and the profoundest policynamely, an Act of Toleration of dissent, and an Act of Comprehension, by which it was intended to allow Presbyterian ministers to occupy livings in the Church without denying the validity of their ordination, and also to do away with various things in the ritual of the Church which drove great numbers from its community. By the Act of Tolerationunder the name of "An Act for exempting their Majesties' Protestant subjects dissenting from the Church of England from the penalties of certain laws"dissenters were exempt from all penalties for not attending church and for attending their own chapels, provided that they took the new oaths of Allegiance and Supremacy, and subscribed to the declaration against Transubstantiation, and also that their chapels were registered, and their services conducted without the doors being locked or barred. As the Quakers would take no oaths, they were allowed to subscribe a declaration of fidelity to the Government, and a profession of their Christian belief.Some remarkable commercial reforms were introduced by Robinson and Huskisson in 1824. In the previous year the Chancellor of the Exchequer was able to boast of a very large surplus, and this year he had a surplus of 1,050,000. Part of it was devoted to the repair and embellishment of Windsor Castle; 40,000 were devoted towards the erection of rooms for the reception of the library of George III., which was presented to the British Museum by his successor, whose gift, however, was somewhat discounted by the fact that he was with difficulty dissuaded from selling the collection. With 57,000 Government purchased Angerstein's collection of pictures, which became the nucleus of the National Gallery. But the main object of the Budget was not expenditure but economy. The Four per Cents. were redeemed or exchanged for Three-and-a-Half per Cent. Stock, and a death-blow was given to the old system of bounties by a reduction of that on the herring fishery and the immediate cessation of that on inferior kinds of linen, while that on the higher class of linen was annually decreased ten per cent. There was further a reduction of the duties on rum and coals, with the result, as Robinson prophesied, that lower prices considerably increased the consumption. His greatest innovations, however, concerned the wool and silk trades. In the former there prevailed a great conflict of interests. The agriculturists[241] wished for the prohibition of foreign wool; the manufacturers desired the retention of an export duty, together with free importation. The judicious Chancellor effected a compromise by which the duty on foreign wool was reduced from 6d. to 1d. per pound, while the exportation of English wool was sanctioned on a similar duty. The fear of a large exportation of English wool proved so groundless that by 1826 only 100,000 pounds in weight had been exported, while 40,000,000 pounds of foreign wool had been introduced.
TWO:The question of the Canadian boundary had been an open sore for more than half a century. Nominally settled by the treaty of 1783, it had remained in dispute, because that arrangement had been drawn up on defective knowledge. Thus the river St. Croix was fixed as the frontier on the Atlantic sea-board, but there were five or six rivers St. Croix, and at another point a ridge of hills that was not in existence was fixed upon as the dividing line. Numerous diplomatic efforts were made to settle the difficulty; finally it was referred to the King of the Netherlands, who made an award in 1831 which was rejected by the United States. The question became of increasing importance as the population grew thicker. Thus, in 1837, the State of Maine decided on including some of the inhabitants of the disputed territory in its census, but its officer, Mr. Greely, was promptly arrested by the authorities of New Brunswick and thrust into prison. Here was a serious matter, and a still greater source of irritation was the McLeod affair. McLeod was a Canadian who had been a participator in the destruction of the Caroline. Unfortunately his tongue got the better of his prudence during a visit to New York in 1840, and he openly boasted his share in the deed. He was arrested, put into prison, and charged with murder, nor could Lord Palmerston's strenuous representations obtain his release. At one time it seemed as if war was imminent between England and the United States, but, with the acquittal of McLeod, one reason for fighting disappeared.'Celsa sedet ?olus arce,
TWO:The Duke had little to console him in connection with the general election. In passing the Emancipation Act he had made great sacrifices, and had converted many of his most devoted friends into bitter enemies. The least that he could expect was that the great boon which it cost him so much to procure for the Roman Catholics of Ireland would have brought him some return of gratitude and some amount of political support in that country. But hitherto the Emancipation Act had failed in tranquillising the country. On the contrary, its distracted state pointed the arguments of the Tories on the hustings during the Irish elections. O'Connell, instead of returning to the quiet pursuit of his profession, was agitating for Repeal of the union, and reviling the British Government as bitterly as ever. He got up new associations with different names as fast as the Lord-Lieutenant could proclaim them, and he appealed to the example of the French and Belgian revolutions as encouraging Ireland to agitate for national independence. In consequence of his agitation many Ministerial seats in Ireland were transferred to the most violent of his followers. During these conflicts with the Government Mr. O'Connell was challenged by Sir Henry Hardinge, in consequence of offensive language used by him about that gentleman, who was then Chief Secretary for Ireland. Mr. O'Connell declined the combat, on the ground that he had a "vow registered in heaven" never again to fight a duel, in consequence of his having shot Mr. D'Esterre. This "affair of honour" drew upon him from some quarters very severe censure.

THREE:In prosecution, however, of his unrighteous engagement to Catherine, he mustered the large army he had engaged to bring against Turkey, and in February, 1788, he made a formal proclamation of war, having no cause of hostility to assign of his own, but merely that his alliance with Russia demanded that he should support that power in its equally lawless invasion of Turkey. The Prince of Saxe-Coburg, who commanded one division of Joseph's army, entered Moldavia, and spent the whole campaign nearly in the siege and reduction of the fortress of Choczim. The Emperor himself accompanied another division, the destination of which was the renewal of the siege of Belgrade. He had been led by Catherine to hope, as his reward for the co-operation, the recovery of Bosnia and Servia, the acquisition of Moldavia and Wallachia, and the extension of his boundaries to the Dnieper. But, having waited some time for the junction of the Russians, Joseph's army assembled on the banks of the Danube in February, and occupied itself in securing the banks of that river and of the Save. Joseph himself joined it in April, accompanied by his favourite marshal and counsellor, Lacy, and having also with him, but paying little attention to him or his advice, the brave and able Laudohn, who had so successfully coped with Frederick of Prussia in Silesia. On the 24th he took the little fortress of Szabatch, whilst another part of his army suffered a defeat from the Turks at Dobitza. He then sat down before Belgrade, but carried on the siege with such slackness as to disgust his own troops and astonish all Europe. He was at length roused by the advance of the vizier, Yussuff, who was coming rapidly down upon him. At his approach, Joseph precipitately retreated behind the Save, while Yussuff threw bridges over the Danube at Cladova, broke the Austrian cordon by the defeat of a portion of the forces of General Wartesleben on the heights of Meadiha, and swept through the banat of Temeswar, Joseph's own territory, which he held, and threatened to invade Hungary. Joseph hastened with forty thousand men to support Wartesleben, leaving General Laudohn to conduct the war in Croatia. The army was delighted to have Laudohn at their head instead of the Emperor. He led it on the very day of his arrival against the fortress of Dobitza, which he took; he then passed the Save, drove the Turks before him, defeated seven thousand of the enemy before Novi, and took that place, where his operations were suspended by the winter. Joseph gained little credit by his junction with Wartesleben. The Turks attacked him, and, though they were for the moment repulsed, the Emperor retreated in a dark night, and Turks and Austrians resumed their former positions. After taking Verplanka, the campaign ended with a three months' truce. THREE:Many improvements were made also in the glass manufacture during this reign, and more would undoubtedly have been made but for the very heavy duties upon it to help to support the ruinous wars of the period. In 1760, the first year of the reign, crown glass is said to have been introduced. In 1763 the first glass plates for looking-glasses and coach-windows were made at Lambeth. In 1779 flint-glass was first made; and about that time plate-glass. The duties on different kinds of glass at that date were about one hundred and forty thousand pounds per annum. So oppressive were those duties that, in 1785, the St. Helens Plate-glass Company petitioned Parliament, stating that, in consequence of the weight of taxation, notwithstanding an expenditure of one hundred thousand pounds, they had not been able to declare a dividend.

THREE:THE ADMIRALTY, LONDON.The prospects of the European war at this juncture, as observed from England, were gloomy in the extreme. The dispersion of the armies of Spain, the retreat and death of Sir John Moore, leaving the whole of the Spanish and Portuguese Peninsula under the feet of Buonaparte, disposed many to believe the power of the conqueror unassailable. The Whig Opposition made every use of this feeling to damage and, if possible, drive their rivals from office. That the Whigs, in power, would have refrained from Continental war any more than the Tories is not to be believed. They had always, when in officeexcept, in the case of Fox, for a short intervalbeen as ready to fight; but they had generally conducted their campaigns with much less ability. Now, their great organ, the Edinburgh Review, indulged in the most vehement censures on the Cabinet; charged all the adverse circumstances of the Spanish and Portuguese war to its bad management; and intimated that it was the most wicked and idiotic folly to hope to contend with Buonaparte at all. But if ever there was a time when the continuance of the war was excusable, and perhaps necessary, it was now. Great Britain had gone fully and freely into the conflict to assist the Continental nations. She had pledged herself[571] solemnly to Spain and Portugal, and to have withdrawn at this crisis would have been equally treacherous to our allies and pusillanimous as regarded the enemy. It would have been, in fact, to proclaim to the world that we had been completely beaten out of the field, that we could not do what we had promised to our allies, and that Napoleon must be left the master of Europe, and the dictator to Britain. Such a confession would have destroyed for ever the prestige of Great Britain, and justly. Ministers felt this, and never were more resolved to persevere to the end. To show that they did not for a moment despair, they signed a treaty of peace and amity with Spain only five days after the arrival of the news of the retreat and death of Sir John Moore, binding themselves never to acknowledge the authority of Buonaparte over Spain, or of any family but of Ferdinand VII. and his lineal successors. That they were supported in their views by Parliament was soon made evident by the rejection, by a majority of two hundred and eight against one hundred and fifty-eight, of a motion of Lord Henry Petty censuring the Convention of Cintra, and, by a majority of two hundred and twenty against one hundred and twenty-seven, of a motion of Mr. Ponsonby for inquiry into the conduct of the late campaign in Spain. Ministers had at length satisfied themselves that they had in Sir Arthur Wellesley a man capable of contending against the haughty tyrant of Europe. The most liberal votes were made for the prosecution of the war. The total of supplies for the year amounted to fifty-three million eight hundred and sixty-two thousand pounds, including a loan of eleven million pounds. For the army twenty-seven million pounds was voted, and for the navy nineteen million pounds. Between twenty and thirty thousand men were drafted from the militia into the regulars, and thus the army was augmented to that amount by soldiers already well trained. The loan was freely taken at a lower interest than any hitherto borrowedthe Opposition asserted, because trade was deranged, and capitalists were at a loss how to invest their money; but the Ministers contended, on the other hand, that it was solely because the war was popular with the nation. Before, however, entering into its arduous and bloody details, we must narrate some disgraceful affairs at home.

Why do children end up on the streets?

Children end up on the streets for a mixture of reasons, though poverty is usually at the heart of the problem. In the countries where we work, conflict and poverty combine to force children onto the streets. In many cases a child's family can no longer afford to care for them properly or may need their help to supplement the family income and help put food on the table.

[See larger version]On the 12th of April Wellington entered Toulouse amid the acclamations of the people. But Lord Wellington was accused by the French of fighting the battle five days after the abdication of Buonaparte, and therefore incurring a most needless waste of life. The fact was, that it was not till the afternoon of the 12th of April that Colonel Cooke and the French Colonel, St. Simon, arrived at Toulouse, bringing the official information that Buonaparte had abdicated at Fontainebleau on the 4th. Thus it happened that the battle was fought a week before the knowledge of the peace was received. Moreover, we have the evidence of Soult's own correspondence, that on the 7th of April, after he had heard of the entrance of the Allies into Paris, he was determined to fight another battle, and for the very reason that the Allies had entered Paris. When the English and French colonels arrived at Soult's camp with the same news that they had communicated to Wellington, Soult refused to submit to the Provisional Government until he received orders from Napoleon; nor did he acknowledge this Government till the 17th, when Wellington was in full pursuit of him towards Castelnaudary. On the 18th a convention was signed between Wellington and Soult, and on the following day a like one was signed between Wellington and Suchet. On the 21st Lord Wellington announced to his army that hostilities were at an end, and thanked them "for their uniform discipline and gallantry in the field, and for their conciliatory conduct towards the inhabitants of the country."The Scottish rebellion had been an auspicious circumstance for the arms of France. Marshal Saxe had taken the field, to the surprise of the Allies, in the very middle of winter, invested Brussels, and compelled it to surrender on the 20th of February, 1746. One town fell after another; Mons, Antwerp, Charleroi, and finally, Namur capitulated on the 19th of September, after a siege of only six days. As soon as Cumberland could leave Scotland after the battle of Culloden, he returned to London, in the hope that he should be appointed, covered, as he was, with his bloody laurels, to the supreme command of the Allied forces in Flanders, where he flattered himself he could arrest the progress of the French. But that command had been conferred on Prince Charles of Lorraine, the Emperor's brother, much to the disgust of both Cumberland and the king. On the 11th of October the Prince of Lorraine engaged the French at Raucoux, on the Jaar, and was signally defeated; the English cavalry, under General Ligonier, managing to save his army from total destruction, but not being able to stem the overthrow. At the close of the campaign the French remained almost entire masters of the Austrian Netherlands.He immediately made use of the opportunity with great skill. In his reply he urged that Fox was announcing a doctrine destructive of the Constitution; that he was denying the right by which Parliament had placed the present family on the throne, and he asserted that the Prince of Wales had no more natural right to assume the regency than any other individual. This led to the severest censures of the Premier by Burke, who declared that Pitt was making himself a dictator, and changing the succession to the regal power in England from hereditary to elective. The same doctrine was announced and combated in the Lords; but there, though Thurlow was silent, waiting to see how matters would go before he hazarded an opinion, Loughborough boldly supported Fox's doctrine, and declared that had the derangement of the king taken place during the non-existence of Parliament, the prince undoubtedly would have been warranted in issuing writs and summoning one. On the 15th of December the Duke of York and his uncle, the Duke of Gloucester, both spoke on the question, expressing their sense of the inexpediency of pressing the delicate question of right, and stating that Parliament could proceed to invest the Prince of Wales with the powers of the regency without waiting, as they certainly could not appoint any one else. Thurlow had by this time found that he had no chance with the Whigs, and he now, with unblushing assurance, took the part of Pitt, though every one knew why he had been hanging back till this moment. He declared that he could not see how Parliament could avoid coming to some conclusion on the question of right, seeing that it had been raised. At the same time, he made a most pretendedly pious defence of the rights of the king against the prince and the Whigs, exclaiming"When I forget my king, may God forget me!" John Wilkes, who was standing in a knot of spectators near the throne, and within a few feet of Thurlow, expressed his disgust at this duplicity in his characteristically vigorous fashion.Monsieur and the Duke of Orleans hastened to Lyons, and the Duke of Angoulme to Nìmes. Corps of volunteers were called out, and an address[90] to the people was composed by Benjamin Constant, calling on them to defend their liberties against Buonaparte; and a woman on the staircase of the Tuileries exclaimed, "If Louis has not men enough to fight, let him call out the widows and childless mothers who have been rendered such by Napoleon!" Meanwhile the conspiracy of General l'Allemand and his brother at Lille, to carry over the garrison of eight thousand men to Napoleon, was discovered by General Mortier, and defeated. Had this plot succeeded, Louis and his family must have been made prisoners. But that was the extent of the adhesion to the Bourbon cause.
